GSMA HONOURS THE GOVERNMENTS OF BOTSWANA, LEBANON, SPAIN AND THE UNITED ARAB EMIRATES IN ITS MOBILE GOVERNMENT EXCELLENCE AWARDS

Barcelona: The GSMA today recognized the Governments of Botswana, Lebanon, Spain and the United Arab Emirates mobile sector Mobile Government's prestigious Excellence Awards, which honor significant achievements of Governments in guiding the growth and socio-economic impact of the mobile sector in their respective countries. This year, the Government Mobile Excellence Awards were expanded to include four categories: Government Leadership, spectrum for Mobile Broadband, economic policy for sustainable growth Mobile and connected Government. The awards recognize Government policies and regulations that encourage investment and support transparency, competition and regulatory independence.
"The Governments of Botswana, Lebanon, Spain and the United Arab Emirates have demonstrated a clear commitment to put mobile at the top of their agenda," said Tom Phillips, Director of regulators, GSMA. "We invite the administrations from around the world to be inspired by their achievements and adopt such measures of best practice to encourage more investment in the sector, support innovation and increase the provision of mobile telephony services to their citizens."
Government Leadership Award – the Government of Botswana
The 2014 the Government Leadership Award was presented to the Government of Botswana and the Honourable Minister of communications, Mr Molefhi Nonofo. The Minister and his Government leadership and vision for a digital of South Africa were the catalyst for regional collaboration at the Ministerial Summit "Encouraging digital inclusion in South Africa" held in Kasane, Botswana in September 2013. This Meeting culminated in the signing of a joint statement by six countries, supported by a commitment from the GSMA to expand the capacity-building efforts in the region. The agreement serves as a framework for regional policy coordination strengthened.
Spectrum for Mobile Broadband Award – United Arab Emirates Government
The UAE telecommunications regulatory authority (TRA) has been at the forefront of international units to increase the spectrum available for mobile broadband. The BETWEEN chaired the World Radiocommunication Conference of ITU in 2012 and brought intense coordination and consensus building efforts to identify the 700 MHz band for mobile, internationally. In may 2013, the United Arab Emirates has become the first country in the Middle East, Africa or Europe to identify the 700 MHz band for mobile — a milestone in the development of what promises to be a harmonised frequency band almost to mobile broadband.
Economic policy for sustainable growth Mobile Award – Government of Spain
The Digital Agenda for Spain, approved in February 2013, is the Government's strategy to develop the digital society and economy of Spain. With 121 concrete measures and a budget of €2,3 billion, the strategy combines an innovative legislative framework, to promote the deployment of mobile network. a public funding program, to expand the mobile network coverage in less profitable areas; and allocating more spectrum for mobile broadband. To increase investment in infrastructure, the Government of Spain is developing a new general telecommunications law, which will increase legal certainty and provide efficiency gains for mobile operators through legislation that reduces the cost of network distribution.
Connected Government award – the Government of Lebanon
"Open Your Tomorrow" project of the Government of Lebanon seeks to provide each student with a tablet 3 g affordable, purpose-built with robust security and academic content. Working with a number of technology suppliers, aims to improve training opportunities and provide children with a learning advantage, level the playing field with children from all over the world. Lebanese Ministry of telecommunications has financed the project of 15,000 sourcing Android-based tablet with parental controls and a system of enterprise mobility management (EMM) provided by AirWatch. Ministry of education's goal is to deploy an additional 400,000 tablets in schools within the next two years and inspiring content publishers and app developers to produce teaching materials for academic purposes.
The awards were presented at the annual GSMA ministerial programme at Mobile World Congress. More than 1,200 Government and key representatives from around the world will meet with industry leaders to discuss issues specific regulations relating to the development of mobile communications. This year, the ministerial programme attracted more than 160 delegations, representing all regions.
